Bypasssers buy a program which allows them to use as many bots as they want. I saw this in Reality Online when limit was 2 and that did not matter to the bypassers. As an exmaple, globals saying selling 6k weap, 6k prot, 6k acc elix. It was just a known fact the big guilds of servers had special privilege allowing this on Reality online.

Yes, to bypass IP limit people do use proxy. We will implement a HWID limit after OBT. Also there is not much use by botting since gold drop rate will be pretty less. Main way to farm gold will be doing trade's.

I know this is something that will be tested during the beta but a massive overlooked factor in reality online was the uselessness of being a thief. The rates were very low compared to trading and way more difficult as 80% of the server went trader/hunter and they just traced zombie mode to get their gp limit. I'm not sure what the fix is for this but people will chose the easier root to get gold, and this risks the majority of the server to go trader/hunter and trade in such massive numbers, rendering thief's useless.
