I have been in HWT probably 4x everyday(2 chars)
From what I have seen
Sphinx drops 11 - 14
Sekhmet 14-16
The 3rd unique(The girl with magic damage) 16-17
Horus 16-18
And Osiris dropped 21 for me.

The server is quite inactive at the moment because there is nothing to do that includes whole server such as events.
In my opinion, if you cannot deal with HWID limit, make IP limit 2.
Also HWT Novas do not glow, it does not even show the plus glow.
People bot all the time and go FGW/HWT with their own chars, isolated from others.

There is no activity because people are still leveling up. There is over 700 online. But there like 100 that reached lvl 110 maybe even less. And even that people are still farming for nova.

The thing is that people are still leveling, trying to get ff. Yes this might make it look like a bot server but that's because people haven't reached the point where they can go for the addons, you gotta keep in mind that this is the players choice, they want to get ff before doing stuff. The server isn't that old, not everyone is 24/7 online to get capped.
HWT Novas not glowing we're aware of all the bugs that are currently here, and we're fixing it.
You're wrong about the FGW & HWT thing, it might be your guild. Why do I say this? Because I've been looking around what players do from different guilds to see how active they are in FGW & HWT etc.
And what I can tell the active guilds are always busy with FGW and HWT.

Tell me when you are going to increase the stone rates, enable the events and fix the glow bug.
