Silkroad is a game which had a huge evolution during the past years. This huge changes led to a situation where some people prefer some contents and someone else prefer other ones. The point is you will never be able to regroup everyone into a server.
They have simply chosen to call on that part of the community which likes a low cap with only Chines race.
The best thing about private server section is that you can find almost every kind of server (low/high cap/rates, coin or no coin system and so on).
Like every company out there they made a decision and wanted to situate in this part of the "market", if they have not caught your interest there's no need to flame.
For example, will you rage against a company cause it decided to do produce socks meanwhile you like to wear sandals? Don't think so, you will simply ignore it and go straight to search for a "sandals' comapny".
