The ID=32 is just the database index, not the rank :P
but yes, elamidas used to be on the top when they had 4400 characters in game.

You should check the informations on SROConnect. If a server is no bot server, the owners might have told that in the Descriptions, as far as I know is GreenRoad the only one.
