no there is no old chars everyone started from 0 but some players wasn't able to login cuz they didn't get the activation e mail thats why they wanted a wipe

Oh, sure, there is CTF every 4 hours starting from 00:00. About BA, it's more complicated, but there should be at least 3 different BA's during the whole day.

And also are we able to switchback to old skill movements , or it was just a balance test? ( fire bolt casting way longer than ice bolt, etc )

Nah, most the people are like 6x-7x. Might be a few higher levels, but all in all, everyone is within reach of each other.
