Need a lil help

hi all i need some help with a skill :at heuksal Ghost Spear-Storm Cloud i can lv just 1 ...and thats it . i cant lv the skill anymore..so whats the problem?

Its because from the fix of sp exploit bug....they sayd will fix again and good....
