How to open Real Private SRO?

Heya ,,

today i think to open new silkroad private server.
like [ Sun world , Sjsro ] ..

BUT HOW AND WHAT I NEED TO OPEN IT

I can pay for the media,data etc. .
and i hope someo ne help me for it?!
