Maybe if u're using router it is blocking it
Ucan go to control panel---> Firewall--->Advanced Setting--->Inbound rules------>New rules--->Thick the port opt.--->u can choose betwee UDP or TCP that depends on ur type of connection (I think xD)--->thick specify port fill it with the port u want to open--->Choose private name it and u re done
