Problem inside Swsro2

Ive been playing Swsro2 for a day or two and its seems like i see people in their places but i dont see any stalls at all. I have been to downheng and checked no stalls. then ive gone to Hotan and i didnt see even one Stall anywhere just people standing is it a bug or somthing?
