Level bug vsro

I have a problem players lvl up normal but when they teleport or the relog they lose exp any idea how to fix it ?

I 've a char Lv 33 when level up to 34 and use teleport, reverse, relog i will back to Lv 33, why?¿

Maybe _RefLevel in Database is different than Level.txt in Media.pk2
