What is the "Effect" parameter? What is its maximum value?
I see some skills that have 2 parameters are effect and percentage (Example: Blocking ratio [Param: 25202] [Effect?] [Rate%]). However, I do not understand the "effect" here for? What is the maximum value of? And does it affect the percentage?
