Blackrogue 100 cap files

For some reason when making a BR server the rates are always the same, I've used the patcher and left them default but no matter what I level to 3-4 with 1 kill. I am trying to make a normal 1x server. Only have this issue with the 100 cap files. 110cap BR and VSRO rates are just fine. Am I missing something or is my shardmanager just bugged.

You have to change your sharmanager because is modified.

even with one that hasn't been shows default rates and it still isnt 1x. It shows 1x but one kill gets to level 3 or 4 and leveling is super fast.
