Question about Heuksal Mastery Bug

this line is disable in almost all the 2019 servers, and when i ask them why they tells " because players it has a bug"

what is the bug of it ? i was glavier for my whole life, and i never found any problem using this skills, please help me to understand....

I didn't notice that anytime, but it may be disabled in 1 - 2 servers cuz bug in the server it self, not anywhere..

Rebelion Online & Spectre Online & more 2 servers but i can't remember the names
