How do I publish my web page?

Good morning dear community! I would like to know how it is done so that my silkroad website is published and anyone can enter and register. I've done it locally with ZendServer, but I do not know how to do it publicly. I would appreciate if you show me if there is a tutorial, or a link that can help me solve my problem.

I mean... locally as in hosted on your normal pc behind a router?

I have my silkroad with the database hosted on a VPS. And I want to place my public website so that anyone can register.

Install Zend Server
After installation Configure PHP and add like php_sqlsrv check what for a php version you have ! and if you website have rewrite function goto httpd.conf and change on line AllowOverride None to AllowOverride All ! after this go to your firewall and add port 80 TCP and done
