How to fix Green Book?

Can someone direct me how to fix the Green/Red/Black Book system, I have looked through all the documentation and done as they have instructed but it does not work.
I use database + server v188 clean.

Using default Global Manager.

HourForMeterRateLevelFirst    3    <= For 3 hour green
HourForMeterRateLevelSecond    5    <= For 2 hour red

idk about red or black books but i do know about green book this should fix, go to server files and go to cfg folder then open fixes then change 0 to 1 in DisablegreenBook Line
