Dood, just do this first step, if you are still not experieced in adding skills from other one's release:
Add the database lines, add those to your client. Forget about the skilleffects and other files (efp, ddj, etc), just simply log in once, see if your gameserver actually starts without throwing any kind of overlapping issue, booting up correctly.
Get your client started. Does it freeze on that loading-banner? Does it crash while showing the loading banner? Does it crash after you have logged on and spawned into the instance?
Everything fine?

yeah am do that now am add new skills lvl 120 and my clinet get crash when i add skills at skillsdata_35000enc.text any idea why ? and if am create new skilldata_40000enc.text and Decrypt it clinet open fine but i cant see any skills added in the game

First of all, skilldata_40000enc is a custom file. Stick to the 35000 file instead. Having skill beyond the 60000 mark, and yet it works flawlessly.
Secondly, the crashing issue cannot be allocated that easily.
Do you have checked their IDs? Their GroupIDs? Basic_Chaincodes? Parameters? What does your gameserver say upon booting, any errors? Any console spamming of overlapping-something?
