Maybe i'm to late but i will express my answer out of this.
I look into as minimal:
Char up to lvl 130
Euro and Chinese races (all mastery skills active, full functional)
D13 weapons gear and set.
Immortal and astral stones available.
Resurrect scrolls available. Speed elixir.
All traditional maps open, with all traditional moobs present.
Deletion of Magic POP.
Deletion of char levelling up rewards of the grocery NPC (those stupid sox weapons, speed and exp scrolls)
Its much better to create special NPC to provide those sox weapons for free and limited for 1 gold value, so that nobody can make a profit out of selling them. The scrolls of that reward system should migrate to be given at the char starter pack.
(The server database will thank that because doesn't have to accumulate so much temporary garbage, waste less resources, and its really practical better for the player.)
Char inventory with a minimum limit of 50 for any item per each slot.
Special quest for char inventory expansion. (by killing moobs, collecting letters to form one word, when the word its complete, char receives the inventory expansion. can be done in 3 times, the last time, its required for the char to kill uniques). If the word its "Karma" (5 letters) the char as to kill 5 random uniques spread in the map, dropping one letter from each one to accomplish the end of such objective.
What else i can remember of...coin quest for char lvl 5 - lvl 130. Special NPC to provide everybody access to coins, would be something like this:
Quest 1: kill 100 Edenp
Reward: 10 coins. (repeatable 3x)
Quest 2: kill 100 Nemea's Lion
Reward: 10 coins. (repeatable 3x)
Quest 3: kill 100 Baroi Wolf
Reward: 10 coins. (repeatable 3x)
In a later phase, when the cha its near the last lvl (125 -130):
Quest 1: kill 100 Evil Darkkhepri
Reward: 10 coins. (repeatable 3x)
Quest 2: kill 200 Evil Darkkhepri
Reward: 20 coins. (repeatable 3x)
Quest 3: kill 300 Evil Darkkhepri
Reward: 30 coins. (repeatable 3x)
Second phase (only possible when first phase its finished)
Quest 1: kill 100 Blackrobber archer thief
Reward: 10 coins. (repeatable 3x)
Quest 2: kill 200 Blackrobber archer thief
Reward: 20 coins. (repeatable 3x)
Quest 3: kill 300 Blackrobber archer thief
Reward: 30 coins. (repeatable 3x)
Regular events like one turbo event with special mob passive with high HP that provides 200% exp for participants (making that a powerlvl objective for all) GM can teleport a registered group to a map area and spawn those moobs. Those participants have automatic resurrection or a guarantee of someone to be resurrected at the spot to finish the event.
One event of all to all where the GM spawns a collection of uniques and let the registered players to burn the keyboard grinding them until its all cleaned. Its good to consider random special drops in this events with the possibility of good amount of gold achievement.
Provide the imposition of bots in particular areas, so that the rest of the areas stay clean and open for legit players, making forbidden guys to use bots to farm in the events like using secondary char to buff themselves and forbid players to farm any coins dropped from thief's in job trading, so as to forbid players to bot and farm in unique spawn areas.
Let donations be made with paysafecard.
Provide free multiclient limited to 3 cha; one player can use its main cha and bring up other 2 (can powerlvl and buff himself when playing solo...many like to use 2 bards to buff its main cha).
Provide vote for silk, char rename, mastery and exp reset, also a better control in account email and password change and or recovery. Provide a database of donation and or purchases record.
Many would like to play in a server providing char to lvl 140, with D14...but that implies to provide personalized regular, champion, giant and unique moobs all over so that nobody looses in playing the game having such high power char...implies closing maps, modifying the things so much, that nobody imagines what a mess, vulnerabilities, costs, resources and troubles it gives...personally, we can pass without that futuristic sort of thing and let Silkroad be Silkroad with the original spirit it as got.
Wepons plusing possible up to +18. Guarantee 100% at +7. A guy works its luck from 0+,1+,2+,3+,4+,5+,6+...and bingo! Then keeps going further by luck...8+,9+...(a scroll providing true real amount of 100% in luck, available with silk, or dropped as a reward from events, during a certain amount of time, 5 minutes, per example).
