Cert problem

well i am start to work on the tsro local there is stupid error in gateway while cert configuration point to "operation_type=11" if i change it to
"operation_type=22" its working fine so my question what is this error and how i can solve it?
the error is:
need AccountDBConfig !!!
cannot load module version data from DB
GatewayServer is initialized successfully

your setting in iis web files are not connecting through your billing server is the only thing that will cause that error
