Notice Chat Problem

Hey there,
I made a small server for me and my friends (hamachi)
and it's work .. mobs and items allow and work 100%
but I can't talk in notice ..
it says to me (cannot use the ally chat because the selected guild is not your ally problem)

(I use SSE v4.2)

another thing .. I don't have title name .. and players too how to give them title name ?

Dude I have Vsro 1.265 files then switched it to 1.165 and it's work
what shall I do to make notice chat work ?
It only work for items and uniques .. not for talking

I am not talking about the client. Use silkroad server files VSRO 1.188. Just google that.

I'm not use SQL because my ram is 2GB and Laptop ^_^
So I make it with Emu to make a small server for me and friends

I have change all IP's Correct what i know it should be. GamePublicIP= (WhatsmyIP.com) All Other Ip's = 127.0.0.1 (in all INI) Patched the Game.exe with Shaiya Patcher to change the IP to 127.0.0.1. i changed the IP in the "Server Patch Config" (Public IP = Whatsmyip.come) Still getting the Checking server Notice then start from the Updater.
