Create @Party matching : blocking the packet as well.
Already in a party : I can force him to leave the party as soon as he enters this region.
The easy way is that to pay for Torque. The hard way is to study the database again and you will find a way to disable a party in the region you want (Party mobs and players parties)

It can be done through the database, it's pretty easy. Sorry... I'm not going to help or give hints. If he couldn't do it (which I know he wont be able to) he can buy Torque it's cheap.
