It doesn't have to be 15880 it's just the default value, check the ini maybe it's changed!

its not ports dude

access denied mean it already connect success but login user authorization is missed

Make your GM Account and Set ( Sec_primary & Sec_Content ) = 1

Still Same error ? Try
( Sec_primary & Sec_Content ) = 11
or
( Sec_primary & Sec_Content ) = 12
