Machine Manger Error !

Well Hello guys, I have been trying to build a Silkroad server and I have failed in running the machine manger part ..

when I tried to download it its show me that there is other ip used or something I have checked server.cfg and everything have ip to change its just goes perfectly there is no problem ..

but its still the same error..
so may someone help me fixing that ?
