1. Open the Start Menu
2. Click on "Computer"
3. Navigate to C:\Windows
4. Select the folder "system32"
5. Press the "Del" button on your keyboard
6. Press OK

Just do it over the root. If you cant do it stop making a server.

And if you are just a GM on a Server without Root rights..then give up
