As far as for the dedicated, it should have high internet speed and good amount of ram (16gb+) to be capable of handling more than 200 player 'active'++ and ofc a good processor.

I don't think it's possible to protect a server against stressers/booters/small botnets without proper DDOS-protection hardware.
If you're on a low budget OVH would probably be your best choice
for a small server this would suffice
-e3-12xx Vx
-16GB ram+ (unless you want more than 1 gameserver)
-any (non-green) HDD (preferably in raid1(0))
-min 20mbit bw
-any location in developed Europe/east coast US
this should cost around 100 bucks monthly for a budget provider, if you want quality you're going to have to pay triple (excluding DDoS protection, unless you choose OVH)
For now your best bet would be using OVH since they offer free (and "okay") DDoS protection on every server, if latency is going to be a problem you can always upgrade to a reverse proxy close to your main usergroup, but that's going to be a lot harder to manage (if you want to do it correctly, atleast)
Also if this is your first server, find somebody who actually knows what they're doing, hosting is going to be the least of your problems if your server becomes popular (hacks, exploits, performance, etc)
Well I'd advise you not to buy server4you. The company is lieing about their services and their hardware is outdated by 500 days+
We found out the "unlimited" internet connecton is actually 75GB per day. Which is not unlimited.
We found out the harddisk got 702 dead sectors.
We found out they nullrooted the server after being DDOSed.
We found out they decreased our internet connection, we actually should had more then 1mb... Lol...

Don't choose Server4You - Bad Hardware, Hidden policies, Not unlimited bandwidth, Bad support toward security and security requests, null route IP in case of DDoS etc .
Don't choose Online.net - French law allow them to do ****** things to you like wiping your server if they get a complaint against you . They won't give a **** if you have sensitive files inside .
Don't choose Hetzner - DDoS = null route your IP for unlimited amount of time .
Mostly, depending on your budged, you can choose OVH.CO.UK . Read a lot of pro opinions about them .
You run a 20$ dedicated... well you get 20$ worth...
I agree that "ddos protection" is overrated... hyperfilter is not the only company that does it.
OVH is good, and they have a datacenter 3 hours away from me
OVH is decent, they got a datacenter 1h from my house but I'm still not using them
Hyperfilter is so popular because they cater towards the sro community, they actively add features for pserver owners like the ip spoofing files, some exploit fixes, etc...
