Testing out skills?

I'm trying to learn about skills and skill editing, does anyone know how to test out certain skills? Command? any log file that will tell me what skills were used recently?

But with trial and error, do you mean disable all skills but one then test it out? Or is there a command I can use to try out a skill? Or some other way to test them?

Just change the skill then try it in game, theres no other way to do it.
