You need an Android Phone, or an Android Emulator to run this Silkroad Emulator. Idk which Android Version though.

2.1 or higher so we can say it will work on all phones or devices with android and wifi/lan connection.

database is included in apk you dont need to download it separated, just follow tutorial about instalation in video gallery.
