In my point of view light botting (botting without town loop possible) is the way to go.
With it you can go afk for some minutes without the whole party complaining. It gives you more freedom and makes full afk botting impossible. In addition it reduces the number of "second chars" when you have to bring everyone to his grind spot by hand.
Allow light botting is just a way of fairness to the legit players since every smart botter will use keypresser tools at a botfree server.
It's quite impossible to stop light botting, there is no way of knowing whether it's a 'light bot' or 8 sbot instances goldbotting 24/7. Custom NPCs are quite useless as you can introduce some botting logic to prevent it, IP limit is easy to bypass, the only real way to be sure that nobody is botting is to block every possible third party app, but that's a different story

I'd allow light botting, but nothing more than that. Players just turn into zombies, and there's no communication between players whatsoever, therefore the server will die

There is no such thing as light botting. Theres either botting allowed or forbidden. Theres virtually no difference if you find a botter and ask him, how long are you botting for? Every single time theyll say some low amount of time and youll move on. Besides, what are you going to do? Check every single player on the server? Impossible.
You could make a system that tracks time for you for how long the bot has been running but that would involve patching exploits while at the same time allowing buts AND detecting them at the same time, pointless.
