That's a lot to ask for. Like Bartic said... I dont think anyone will just make this for you. Your best bet is to search around and create the proper databases and custom server yourself.

u can also use the original vsro database and do with them what u want.

if you cant do that by u self u have to pay or try to find a released database

Cost would be depending on who you ask and who has a database they would share with you. Updates would be done by you since you host the server. Have you created a server using the vsro files? If not, I would start there to get familiar with what your doing.
