Hello guys =)

i was Wondering about something really makes me Confused :?
the question is

Does the Power of each Build depends on the Degree
what i mean is if there is a Build x is better than another build xx in degree 9
is it should be the same in another degree
for example the the Blader is better from the Warrior in Degree 13 should it be the same in the next or the Previous Degree or it can be changed ? o.O
i hope anyone help me to answer this
