A few questions about SJSRO (new)

I am playing Sjsro now and i am really confused about the skills.

Is the cap skill 70? because I saw someone pvping with the imbue soul fire force level 13 which need Fire mastery level 89 to have it.

and the other question is , can we buy SP from GM? because I saw on global a gm saying 200 silk, 100m 100m 200k sp

I really need help, thank you in advance

There is skill cap 70 but u can up skills to 90 lv like imbue or passives ; ]
about 200 silks for 100 m etc i think they just try to scam ppls nothing moore ...
