From doing research Windrius told me its using GNGWC Tournament files, it is 900MB but it has euro and autopot removed because its designed for chinese character tournament.
The reason Monsters are sending Global Messages is because Player ID's are bugged and it obviously has the same ID as the player thats sending it, so I would be cautious in attacking these monsters as it would result in a murder status or possibly a crash, due to ID clash.
The version number is unique to the GNGWC I guess as only kSRO is on v2+ which this file shows.
