i found before how to add new GM without makeitems command
I meant have full console but can't create any item just Write notice , Spawn Mob/uniques bla bla bla

and already i added it before on my old server
but i forget how was that
if anyone remember or give me the link to do it

Look at those 3 tables inside the account database.... Its pretty simple. You simply add different "privilige" rights to a certain group.

Since you´ve done it before u should be able to do it without more help.
