I have used the complete isro pk2 files and arabia doesnt work.

Well Im not completely copy-pasting, just used also some noobish ways.
I have splitted the map files and data files from the new update trough logging out every single data file.

I have aswell edited some files trough hex and that **** still doesnt work.

However, it seems that Im not so familiar with map editing like you.

That was my 5 cents.

And now what about a solution?

They are simple bsr files.....
Going to try to add the **** 2morrow and see how it goes... but downloading isro takes ages with their super fast p2p DL

Just open object.ifo with notepad ++ and check if u need to add the new line or not and if u found the lines just delete them and test ..
