Its not setted up propertly
if it would everything would work fine.
I had sam problem than i re-do everything and than it worked fine

Billingserver is dead, you forgot to set the IIS settings?Or probably forgot the line in server.cfg

weird, even with billing dead, im able to set up server(dc after 1 minute thought)
anyway, it could be the reason
