how does that work i try make a static local ip while putting the public ip in the advanced tab but windows gives me a message saying there is another computer with the same ip

I have Dynamic IP that mean when u do What Is My IP Address? - IP Address Lookup, Internet Speed Test, IP Info, plus more it gives u ur dynamic ip and when u restart ur router it gives another ip so u cant make ur server on that
