You can use something called "Zend Server". Currently, it is the best PHP Server right now.. well to me it is. It's a simple software to use and works 100% of the time. WAMP and XAMPP seem to just have tons and tons of problems that follow. By problems I mean exploits and what not.

If everything is working well already on the static IP that you have it set up on, why not just make the

forward to the static? If you are using something like GoDaddy to host the website this is done by using DNS Manager. What this does is when someone enters

it will send them to the static IP you are currently using for your server. The

will be a cover for your IP basically.
