the higher attack rating is the higher chances of hitting max dmg of your wep.
eg, your wep dmg is 100-200, so the higher att ratio is the more chances is that you will hit 200.

its same with parry ratio, the higher it is the more chances that you will get 100 not 200 from your opponent.
