You provided very little info. On your screen I see no server running at your pc. but your ip is one inside your local network so I assume that the server runs at a different machine?

If not then there is your problem cause you don't have a server.

If you do have a server running at another machine you should check the firewall the port is most likely closed. It depends on your certification server what port you have to open. (It's the same port which the gateway, download and farm manager connect with).

its either the port is blocked (if you're not the head GM(admin)) or globalmanager is not running ?

just create new gm account , if still no work , check the firewall port to be eneabled , if no found add him in allow all connection 32000, 15880 , 15882 , 15884 , 15779
