[Help]ECSRO Donation Problem

Well it goes like this.
I tried to donate 24$ for 500k sp through pay pal.
I activated my pay pal account and everything was ok.I ordered my SP and my order status was "Paid".I made this when they were checking for the illegal SUN weapons made by some GM.And on the next morning I find my account blocked,my pay pal access limited and my order status was "Refunded" but no money whatsoever.Pay Pal now need a US bank account and a Utility Bill (dunno what that is).I tried to contact a GM but their site is offline (dunno why).I just wonder how people from Poland,Romania,France and etc donate with no problems...Can someone help me?...

I guess that might be the privilege of the fake servers.. They can scam you :]
