Does ISS come along with windows or do i have to download it? Cause my PC doesn't have it and idk if i have to download it somewhere...

ISS doesn't come along with windows cause it's flying in space. But IIS does so you don't have to download it. You just have to activate it.
In your config panel go to Programs. You should see the list of all the programs installed and at the left there is a menu with something like "Add/remove windows features".

This should give you a little window where you can enable and disable programs now search for Internet Information Services. Enable it and it should work.

To get the manager for IIS you should go to the config panel -> System and Security -> System management(Or something like that) and in this list should be a tool to manage IIS.

By the way, check if there are any updates available for IIS and be aware certain exploits if you're running an older version of windows.
