I think it's the first time in years since Joymax does an inspection that requires no server restart at all. One of the reasons to restart the server, besides of DB backups (which doesnt really require any server restart), is restart ingame counters such as the party match number. If they doesn't need to restart, it means the number of parties this week has been low. Not sure if that is the reason at all, but its interesting how the low amount of players on iSRO is affecting also inspections.
I doubt party numbers in isro have decreased that much , i never understood why they had to close the server altogheter on those times they didnt update anything just made backup.

Some stuff is only updated after every server restart, I just put the party counter as an example, but for example, job ranking is also updated every restart.

Well it's joymax, they coded those files, maybe they changed the way the counters get updated

Is more profitable open a server every month and gain lots of money from premiums+avatars+pets from players who want to start on a new server and be the kynqs rather than open a big server.
Plus such a huge server will require lots of gameservers connected eachother. The bigger the system is, the easier it is to fall (1 gs fall = whole server goes on inspection mode)
