Teleport error.

When I try to teleport it says command failed and I've no clue why it gives me that error.
Null Teleport Index ... 177
Playing Provider SetState : i_pState == PLAYING()
PC Provider : SetState -> SetState is FALSE
My teleport.csv line is;
177,1,1,1,11422,100,1000000,165,2,0,0,0,0,3,0,0,0 ,0,4,0,0,0,0,5,0,0,0,0,6,0,0,0,0,7,0,0,0,0,8,0,0,0 ,0,9,0,0,0,0
And also when I'm adding a new teleporter it gives me that error,

hi all this is about swsro 1
today was the first day to face this problem
may be because it was my first time to use job stuffs ,any way
i was wondering if any one met the same prblem which is
"when i took off my job items and tried to teleport to Hotan from DH as always
i wass shocked by this stupid message that i hate the most about Run Time Error, although i have all updates of Visual library and C++ and my Pc is so good to run swsro with RAM 2G and Graphic card 512 ,and i've been many...
