Where does Skills llevel and requipe skill point ?

with level 120 skills .

i just wanna know , where level and sp you need stored in client ?
and how to edit it ?

What, just... what ? Words cannot express the stupidity. Your idea would require to completely change the mechanics of the game, its impossible + I doubt you could possibly host a server.
