GlobalManager.exe suddenly close with DEP disabled and compatibility mode

Hey i have windows server 2008 r2 i disabled dep and tried in and without compatybility mode and still same happens my globalmanager.exe keep suddenly close after opening and create just dmp files. How fix this ? any idea ?

wrong config !
1st check ini folder its a wrong in Certification config
2nd check server.cfg (check ip - port)
