Make Client gives you C7
then Enable Hotspot
then open launcher and start client
try and you will login
in the last of time who is a mate with kingli
and got all sv files

well, as I remember esro team got this problem before, dunno how they fixed it, but it can be fixed, maybe you should release them... , btw you can use vsro, and edit it as you wanna, its alot better than esro files.

Why everyone wants high rates? u will be bored of that server after few weeks,well i remember old times like csro has 2x and it was so nice for true gameplay and etc.Anyway 10-20x is good for good gameplay and community(no kids which are too lazy for lvl)
Well my suggestion is:
1.Make 90 or 100 cap
2.Rates between 10 and 20
3.Give some silks for new players like 500 or so,because everyone likes to buy something from item mall 
4.Unique events ennoying so much,because turks always lives just for them.Make unique events like hide and seek it makes much more fun.
5.Job system should have like 10x or so
6.Sox drop should be like in isro or less,because its not so fun to see everyone with sox
7.And about fgw,increase gold drop rate there and exp,and make teleports to there just one time in day,it will be far for everyone.Because many(turks,nolifers or etc) just standing all day at pc for that

What about a low exp rate, higher sp rate, at example 5x exp, 15x sp, that would be really funny, cap 80-90, with low gold/drop rate.
