Since you have the need to continue this, here is your answer:
Joymax in Korea was the developer of the game Silkroad Online. They created the source code, did all of the Alpha and Beta testing in Korea. Silkroad is a Korean game and has been since it's inception.
All updates, patches, and add ons to the game are done at the Korean level, not the Chinese. The Chinese have no control over the source. The Koreans translate the codes, compile them, and send them to the respective servers, I.E. Csro, Isro, Jsro, etc. They are the ones that fix the problems players find "in game". They are the ones that send the patches for the respective servers and end users.
Joymax has strict control over their source codes. They are not stupid enough to give it out to other developers in other countries, for good reason.
The source code is a lot more valuable than some worthless old server files that were leaked. If someone DID have the code, they could sell it to other companies who then could create new games from this code, and have 80% of the coding already done.
This is why some kid in China running old server files doesn't have the source code for Silkroad. It's ludicrous to think he does. He can't enable Europe or do any upgrading without it no matter how good his "programmers" are.
