need help setting up a server quickly

can anyone explain it to me? is it like setting up a sea emulator server with mysql and etc? if anyone can help me pm me :P

if i want to make a server using the files, can I just setup my database in mysql, edit it and stuff, upload my pk2 let people join my hamachi and it's done? (if they have the vsro client too)?
