Starting a PVP server - need your opinions

Hello~
I'm working a PVP server and I would like to hear your opinion.

Would you like to play on the server?
What level cap would you like? (I was thinking about 100 or 110 cap)
How much starting Silk you want?
What kind of items would you like at NPCs? (If 100 cap: do you want to start with Degree 10 SOM or Sun items? If 110 cap: normal Nova, or Egypt A or B?)
Which town should be the main town and PVP area?
Should elixirs be available at NPCs?
Should alchemy stones be available at NPCs?


Some information (these are already decided):
The server will run on Hamachi for the first 1 or 2 week.
Only one town + thief town will be enabled (and later fortress areas).

2) 90 cap

4) 9D suns +8, stones to make blue/stats, no elixirs, astrals etc

make a the server for pvp not for alchemy

Samarkand for PvP area. 110 cap, everybody gets nova +5 set and +7 weapons, no elixirs in shops, only alchemy stones.

Okay, so so far I think:
Jangan would be the main place
NPCs would sell SUN +? items (or Nova if we are talking about 110 cap).
Alchemy stones (all, except luck, astral, immortal) would be sold at NPCs.
No elixirs.
And characters would start with a Premium Plus and a pack of globals.

What do you think?
Need more suggestion for level cap.

2: Go classic 70-80
3: Make it low so they can choose one or two boosters not just spam em like prem plus always etc..
4: Seal items if low cap
5: Jangan or hotan as main town, Pvp shud be bandits fort

A pvp server with a working client that doesn't say the server is in check while it isn't would be very nice.

well you answered yourself , if you want a balanced server then it has to be 110
