how to remove all existing accounts, chars, etc..?
also, is it possible to change level cap in the db?

Truncate command on SQL.
Change level cap is through debugging the gameserver.

i tried truncating the _AccountJID table, i get an error about a constrant key or something like that

Be aware when u do it ull have to remake an smc account.. cos it goes with it. Check u can do it first
