chernobyl, those files can't handle 15K connections, not even if you had the worlds fastest computer. Anyway germany is fine, they won't shut you down unless you get ddosed, or sued. You guys misuse the term 'offshore', since he lives in Russia only off shore location would be north or south america

Germany will shut you down if your doing anything illegal or get reported. And in this case offshore means offshore from US/EU/ASIA (not geographicaly but by the cyber laws for illegal usage of illegaly gained files so one could gain profit), which is a must when it comes to silkroad.
